Gender Ministry Rolls Out New Rules to Promote Transparency in Non-Profit Organisations
The Ministry of Gender, Children and Social Protection (MoGCSP) has taken steps to strengthen the governance and regulation of Ghana’s non-profit sector with the launch of new policy and operational documents to guide the work of Non-Profit Organisations (NPOs).
The documents developed by the Non-Profit Organisations Secretariat are intended to provide clearer guidance on registration, licensing, supervision, compliance monitoring, and post-registration services of NPOs, as well as their collaboration with relevant institutions.
The launch, held on Friday, under the theme “A Renewed Path for the Non-Profit Organisations’ Sector,” brought together representatives of government institutions, NPOs, development partners and other stakeholders.
Speaking on behalf of the sector minister, the Chief Director of the Ministry, Dr Marian W. A. Kpakpah, said the initiative marked an important step towards building a credible, sustainable and well-regulated NPO sector.
He said effective regulation, transparency, accountability and collaboration were essential to maintaining public confidence in organisations operating in the sector.
Dr Kpakpah noted that NPOs remained important partners in national development, particularly through their support for communities, delivery of essential services and interventions targeting underserved populations.
He, however, stressed the need for appropriate governance systems and safeguards to protect legitimate organisations and their activities from abuse or misuse.
Dr Kpakpah therefore called for a risk-based and proportionate regulatory approach that recognises the different sizes, activities and operating environments of NPOs, while avoiding unnecessary burdens on legitimate organisations.
He encouraged government agencies, regulators, development partners and NPOs to deepen collaboration, strengthen institutional capacity and improve information sharing to ensure the effective implementation of the new framework.
