Ghana Becomes the Only African Country on Tier 1 of the 2026 U.S. Human Trafficking Report

• 2 MIN READ

Ghana has made a major mark in the global fight against human trafficking, becoming the only African country to attain Tier 1 status in the 2026 Trafficking in Persons (TIP) Report of the United States Department of State.

The recognition places Ghana among countries assessed to have fully met the minimum standards for eliminating human trafficking, reflecting progress in prosecuting offenders, protecting victims and strengthening anti-trafficking interventions.

Other key achievements highlighted include increased funding for anti-trafficking interventions and enhanced training for frontline officials to improve their capacity to identify, respond to, and support victims.

Tier 1 is the highest category in the U.S. TIP Report, which assesses governments based on their efforts to meet the minimum standards for eliminating human trafficking under the U.S. Trafficking Victims Protection Act.

The report classifies countries into four categories: Tier 1, Tier 2, Tier 2 Watch List, and Tier 3. While Tier 1 countries fully meet the minimum standards, Tier 2 countries do not fully meet them but are making significant efforts to do so. The Tier 2 Watch List applies to countries that remain in Tier 2 but meet specific additional criteria. In contrast, Tier 3 covers countries that neither fully meet the standards nor demonstrate significant efforts to comply.

Ghana’s new status, however, does not mean that human trafficking has been eliminated. Rather, it acknowledges the Government’s efforts and progress in addressing the crime, while underscoring the need to sustain and strengthen existing interventions.

The Ministry has expressed appreciation to the institutions, development partners and survivors whose contributions continue to support and shape the country’s anti-trafficking efforts.

It has also called for renewed commitment and vigilance from all stakeholders to build on the progress made and ensure that every person is protected from human trafficking.
