Ghana, Morocco Strengthen Bilateral Relations with 11 Cooperation Agreements
Ghana and the Kingdom of Morocco have strengthened their longstanding bilateral relations, following the signing of eleven cooperation agreements covering key sectors including aviation, education, trade, customs, sports, energy, and diplomacy.
The Ministerial Session, hosted at the Ministry of Foreign Affairs on Tuesday in Accra, was co-chaired by the Minister for Foreign Affairs, Samuel Okudzeto Ablakwa, and Morocco’s Minister of Foreign Affairs, African Cooperation and Moroccan Expatriates, H.E. Nasser Bourita.
This meeting was after a successful Technical Experts Meeting held in Rabat, Morocco, from 9th to 11th June, 2026, where officials from both countries finalised several areas of cooperation for ministerial consideration.
In the Ministerial Session, both countries expressed confidence that the expanded framework of cooperation would deepen the strategic partnership between Ghana and Morocco while contributing to Africa’s broader agenda of integration, economic transformation, and collective self-reliance.
Recognising the importance of knowledge exchange and innovation, both governments endorsed an MoU on Higher Education, Scientific and Technological Cooperation, alongside another MoU promoting collaborative activities in Meteorology and Climatology.
Cooperation in the extractive sector was further reinforced through an MoU for Scientific and Technical Cooperation between Morocco’s Office National des Hydrocarbures et des Mines (ONHYM), Ghana’s Minerals Commission, and the Ghana Geological Survey Authority.
The agreements also covered capacity building and institutional development, with the signing of an MoU on Diplomatic Training, an Agreement on Cooperation in the Field of Vocational Training, and a Cooperation Agreement on the Award of Academic Scholarships, Internships and the Sharing of Expertise.
Additionally, Ghana and Morocco signed an MoU in the fields of Sports and Archives, underscoring their commitment to strengthening cultural, educational, and institutional exchanges.
At the conclusion of the Ministerial Session, Ghana and Morocco signed eleven bilateral instruments aimed at expanding collaboration across strategic sectors.
These include an Agreement on Air Services, which was initially negotiated in Abuja in December 2022, and an Agreement on Mutual Administrative Assistance in Customs Matters to enhance customs cooperation and facilitate trade.
The two countries also signed an MoU on Standardisation, Conformity Assessment and Metrology-Related Activities to strengthen quality infrastructure and support industrial development.
Speaking at the close of the Session, both Ministers reaffirmed their commitment to the effective implementation of all decisions and agreements reached under the Second PJCC.
