NDPC Director General Calls for Evidence Based Reporting as 2025 National Progress Report Is Launched

The Director General of the National Development Planning Commission (NDPC), Dr. Audrey Smock Amoah, has called for accurate and evidence based reporting on Ghana’s development performance as the Commission launched the 2025 National Annual Progress Report.
Speaking at the launch in Accra on Thursday, Dr. Amoah said the media engagement was organised to give journalists and other stakeholders a clear understanding of the report before its public release to support factual reporting on the country’s development outcomes.

Dr. Amoah explained that the report was compiled through nationwide monitoring and evaluation exercises coordinated by the Commission, using Annual Progress Reports submitted by Ministries, Departments and Agencies, Regional Coordinating Councils and Metropolitan, Municipal and District Assemblies.
She said the assessment was supported by official national data and subjected to extensive verification, validation, technical review and approval by the Commission before publication.
According to her, the rigorous process ensures that the report provides a reliable account of Ghana’s development performance and serves as a credible reference for policymakers, development partners, civil society, the private sector and the public.
The 2025 National Annual Progress Report provides an assessment of the country’s development performance under the Agenda for Jobs II: Creating Prosperity and Equal Opportunity for All policy framework, which covered the period from 2022 to 2025.
Chairman of the Commission, Dr. Nii Moi Thompson, described the report as the final Annual Progress Report under the Agenda for Jobs II framework, bringing its implementation and reporting cycle to a close.
“The report presents credible evidence on Ghana’s development performance over the past year while serving as an important tool for promoting accountability, transparency and evidence based national development,” he said.
Dr. Thompson said the report records improvements in several macroeconomic indicators, including stronger economic growth, lower inflation, improved fiscal performance and a decline in the public debt to GDP ratio. However, he noted that challenges remain in areas such as youth unemployment, maternal health, implementation capacity and public service delivery.
Presenting an overview of the report, the Commission’s Chief Analyst, Mr. Isaac Eweh, said the assessment examines the implementation of the national medium term development policy framework across all levels of government.
He explained that the report identifies implementation gaps, emerging challenges and priority areas requiring policy attention, while providing evidence to guide future development planning and strengthen accountability.
The 2025 National Annual Progress Report concludes reporting under the Agenda for Jobs II policy framework and is expected to guide future national development planning and policy implementation.
