UNIMAC IT DIRECTORATE SENSITISED ON RIGHT TO INFORMATION ACT

The Information Technology Directorate of the University of Media, Arts and Communication (UniMAC) has been sensitised on the Right to Information (RTI) Act, 2019 (Act 989). The engagement was facilitated by the RTI Officer as part of efforts to strengthen institutional understanding and effective implementation of the RTI framework. The Officer explained that Act 989 provides every person with a legal right to request and receive information held by public institutions, subject to the exemptions provided by law. The session highlighted the importance of access to information in promoting transparency, accountability, public participation and responsible governance.
The RTI Officer took staff through the procedures for making and processing information requests, explaining that applications should be directed to the appropriate public institution and clearly indicate the information being sought. Participants were also informed that applicants who are unable to make written requests should be provided with the necessary assistance to exercise their right. The session further covered the processes for acknowledging requests, locating relevant records, communicating decisions and providing information in the appropriate form. Particular attention was given to requests for information held by other public institutions, with staff encouraged to guide applicants appropriately or facilitate the transfer or referral of requests in accordance with the Act.

The engagement also highlighted the responsibilities of Information Officers and the importance of cooperation across all directorates in ensuring effective implementation of the RTI framework. The Officer explained that these responsibilities include receiving and processing applications, assisting information seekers, coordinating the retrieval of records, monitoring statutory timelines, maintaining proper registers and documentation, and advising management and staff on RTI compliance. Participants were also educated on response timelines, applicable fees, circumstances requiring clarification or additional time, and the review and appeal options available to applicants where access is refused. The Officer stressed that any refusal of access must be grounded in the law and properly communicated to the applicant.
The sensitisation further addressed exemptions under the RTI Act, including information relating to personal privacy, national security, law enforcement and confidential commercial interests, noting that such exemptions must be applied carefully and in accordance with the law. In concluding the session, the RTI Officer encouraged the IT Directorate to support proactive disclosure by making appropriate institutional information readily accessible through digital platforms. Such measures can reduce unnecessary information requests, improve access to official information and strengthen public confidence in the University’s administration. The engagement underscored the role of the Information Officer and institutional staff in creating an open information environment that empowers citizens, supports informed participation and contributes to effective institutional and community development.
