NDPC Rallies Stakeholders to Support National Human Capital Development Strategy
The National Development Planning Commission (NDPC), in collaboration with Africa Human Capital Development Plus (Africa HCD+), has mobilised stakeholder support for the development and implementation of Ghana’s National Human Capital Development Strategy.
This seeks to strengthen advocacy, promote collaboration and build broad-based ownership to support the successful formulation and implementation of the strategy.
Speaking at a three-day workshop in Accra, the Director-General of the NDPC, Dr Audrey Smock Amoah, said the programme is a broader national effort to build political, institutional and public support for Ghana’s human capital development agenda.
She noted that while Ghana had made significant progress in expanding access to education, healthcare and social protection, critical human capital indicators continued to reveal gaps which require urgent and coordinated interventions.
Dr Amoah disclosed that enrolment at the junior high school and senior high school levels had declined to 58.8 per cent and 34.5 per cent, respectively. She also stated that unemployment stood at about 13 per cent in the third quarter of 2025.
She expressed concern over child nutrition, noting that stunting remained at 17.4 per cent, while anaemia affected nearly half of children under the age of five.
Dr Amoah stressed the need for stronger collaboration among government institutions, development partners and other stakeholders to address these challenges and ensure that investments in human capital translated into sustainable national development.
She urged participants to actively contribute to the discussions and advocate for the strategy within their respective institutions and communities to ensure its successful implementation.
The workshop brought together representatives from ministries, departments and agencies (MDAs), metropolitan, municipal and district assemblies (MMDAs), civil society organisations, development partners, academia and other key stakeholders.
